Is the £20,000 ISA allowance being cut?

The overall ISA allowance is separate from the rules for individual ISA types. A headline about changing cash ISA rules should not be treated as abolition of the overall allowance without checking the current GOV.UK rules, legislation and commencement date.

Check the current ISA allowance and the rules for cash and other ISAs on GOV.UK before moving savings.

Overall ISA allowance versus cash ISA

The annual ISA allowance is the total amount an individual can subscribe across permitted ISA types, subject to the rules for that tax year. A policy discussion about cash ISAs can therefore be narrower than the overall allowance.

Do not read a headline about changing the cash component as meaning the whole ISA regime has disappeared. The legislation, commencement date and product rules matter.

Cash ISA changes

Cash ISAs can be useful when the priority is preserving capital and earning tax-free interest. Product rates and features change, so a temporary headline rate should not be treated as the defining feature of the account.

Compare the current rate, withdrawal rules, transfer rules and provider eligibility.

Flexible ISA rules

A flexible ISA can allow a withdrawal to be replaced in the same tax year without using additional allowance, but only where the ISA is genuinely designated as flexible and the provider follows the flexible-ISA rules.

That is different from an ordinary ISA where taking money out does not automatically restore the allowance.

Transfers are different from withdrawals

A proper ISA transfer normally preserves the tax wrapper and does not use the annual subscription allowance in the same way as taking money out and paying it back.

Use the provider’s transfer process rather than withdrawing first, especially when moving old cash ISA savings.

Help to Buy ISA is a legacy product

The Help to Buy ISA was a specific legacy product with its own contribution and bonus rules. Do not assume its old monthly limit applies to a current cash ISA.

Legacy products are a common source of forum confusion because their mechanics were different from today’s standard ISA framework.

Do not plan around a headline rate

A boosted rate from a named provider can disappear or change. The durable question is whether the account suits your tax wrapper, access needs and transfer plans.

Compare the current terms rather than a remembered forum rate, and check when any introductory condition ends.

Before moving your savings

Confirm which tax year the allowance applies to, whether you are subscribing new money or transferring old ISA savings, whether the destination is flexible, and whether any promotional rate has conditions.

Keep the transfer confirmation and do not withdraw an existing ISA simply to make a transfer easier unless you have checked the tax consequences.

The £20,000 ISA allowance is not being abolished

The current overall ISA subscription limit remains £20,000 for the 2026/27 tax year. The significant change already legislated for 6 April 2027 is narrower: for investors under 65, the amount that can be newly subscribed into Cash ISAs will be £12,000, while the overall ISA limit remains £20,000. People aged 65 or over retain a £20,000 annual Cash ISA limit.

That means the popular shorthand “the £20,000 ISA is being cut” is inaccurate. The overall shelter is still £20,000, but the permitted mix of cash and non-cash ISA subscriptions changes from April 2027. Investors can still use Stocks and Shares ISAs and other qualifying ISA types within the overall allowance, subject to the individual rules for each account.

Flexible ISA withdrawals are a separate issue

GOV.UK says a flexible ISA allows money withdrawn during the same tax year to be replaced without using that amount of the current-year allowance again, subject to the provider’s terms. The flexibility does not mean a saver can ignore the annual subscription rules or move money between ISA types without following the formal transfer process.

The 2027 reform also introduces anti-circumvention rules. HMRC’s September 2026 material confirms that under-65 savers will face the £12,000 Cash ISA limit from 6 April 2027 and that transfers from non-cash ISAs into Cash ISAs will be restricted. That is why older articles about moving cash through another ISA to sidestep the limit can become misleading.

Worked example

Illustrative example: Morgan wants to subscribe £12,000 to a cash ISA and £8,000 to another permitted ISA type during the same tax year.

  • Cash ISA subscription: £12,000.
  • Other ISA subscription: £8,000.
  • Illustrative combined subscription: £12,000 + £8,000 = £20,000.

The £20,000 figure reflects the commonly stated overall allowance but should be rechecked against the current GOV.UK rules before publication or use.

The worked numbers show the effect of the 2027 Cash ISA rule using the official £12,000 and £20,000 limits. The calculation does not imply that everyone should move money between ISA types.

The distinction becomes especially useful near the April 2027 rule change. A saver planning to keep using a Cash ISA needs to consider age as well as the overall £20,000 ISA subscription limit. Someone moving money between ISA types also needs to separate a transfer of existing savings from a brand-new subscription in the tax year.

Is the £20,000 ISA allowance being removed?#

A cash-ISA reform headline does not automatically mean the overall ISA allowance has been removed. The current allowance and product-specific rules need to be checked separately on GOV.UK for the relevant tax year. The overall ISA subscription limit remains £20,000 for 2026/27; the later £12,000 figure is specifically the under-65 Cash ISA cap from 6 April 2027.

Can I replace money I withdraw from a flexible ISA?#

Where the account is genuinely flexible, withdrawn funds can generally be replaced in the same tax year under the flexible-ISA rules. Check that the provider and ISA are actually designated as flexible. A flexible ISA lets qualifying withdrawals be replaced within the same tax year without using the replacement amount again against that year’s allowance.

Does an ISA transfer use my annual allowance?#

A proper ISA transfer normally moves existing ISA savings within the tax wrapper rather than counting as a new subscription. Start the transfer through the receiving provider instead of withdrawing first. The 2027 rules restrict transfers from non-cash ISAs into Cash ISAs for people under 65.

Does the Help to Buy ISA £200 rule apply to every ISA?#

The old Help to Buy ISA rules should not be carried over to a current Cash ISA. Help to Buy ISA was a specific legacy product with its own contribution rules. Do not apply its old monthly contribution rule to a current cash ISA. Stocks and Shares ISAs keep their existing annual limit within the overall £20,000 ISA subscription limit. Current Cash ISA rules should be checked separately from legacy products.

Should I chase the highest cash ISA rate?#

Compare the whole account, not just the headline rate. Look at withdrawal limits, transfer terms, access, eligibility and when any introductory rate ends. People aged 65 or over keep a £20,000 annual Cash ISA limit from the start of the tax year in which they turn 65.

Can I split new ISA money across accounts?#

You can split subscriptions across permitted ISA types subject to the rules applying in the relevant tax year. Check the current allowance before making multiple subscriptions. The reform is about the mix of ISA subscriptions, not the abolition of the ISA shelter itself.

Do old ISA rules still matter?#

They can matter when you are transferring or holding a legacy product. Keep the account type and opening history clear because older schemes can have different mechanics from current products. The September 2026 HMRC update confirms that the new rules are due to come into force on 6 April 2027.
