Do you pay tax on Social Security? It depends on provisional income
Up to 85% of Social Security benefits can be taxable. Whether yours are depends on your provisional income: your adjusted gross income (not counting Social Security), plus tax-exempt interest, plus half of your Social Security benefits (CRS, IRC ยง86).
| Provisional income | Single / head of household | Married filing jointly |
|---|---|---|
| None of your benefits taxed | Up to $25,000 | Up to $32,000 |
| Up to 50% taxable | $25,000 โ $34,000 | $32,000 โ $44,000 |
| Up to 85% taxable | Over $34,000 | Over $44,000 |
These thresholds are set in law and aren't adjusted for inflation, so more retirees pay tax on benefits each year. If you're married filing separately and lived with your spouse at any time during the year, the threshold is $0, so up to 85% is taxable from the first dollar.
Example: a single retiree with $24,000 of Social Security and $30,000 of other income has provisional income of $42,000; $11,300 of the benefits is taxable. A couple with $36,000 of benefits and $40,000 of other income has provisional income of $58,000, so $17,900 is taxable. "Taxable" means added to income, not the tax itself: the tax depends on your bracket.
The senior deduction (2025 to 2028)
The 2025 tax law (P.L. 119-21) added a deduction of up to $6,000 for each taxpayer age 65 or older for 2025 through 2028, whether you itemize or not. It phases out by 6% of modified AGI above $75,000 ($150,000 joint) and requires a valid Social Security number. It doesn't stop benefits from being taxable, but it lowers the income they're taxed on, so many retirees owe less or nothing.
How to pay it
You can ask SSA to withhold federal income tax from your benefit with Form W-4V, or make quarterly estimated payments.
Common questions
Do you pay tax on Social Security?
Only if your provisional income is over $25,000 (single) or $32,000 (joint); then up to 50% or 85% of benefits is taxable.
What is provisional income?
Adjusted gross income without Social Security, plus tax-exempt interest, plus half of your Social Security benefits.
Is 85% of Social Security taxed?
No: up to 85% of benefits can be counted as taxable income; the tax is then figured at your normal rates.
Does the $6,000 senior deduction make Social Security tax-free?
Not directly; it reduces taxable income for people 65+ in 2025โ2028, which lowers or removes the tax for many retirees.
